Try using all the characters you have available.

If you are stuck at some point about what to do next in a level: WeвЂ™ll pick up all 16 later for an achievement. You can press B when you are near these to activate them, but IвЂ™d advise you to just skip them. Map Stones look similar to Save Statues but have small blue twinkling lights rising up around them. Note that the вЂњSave and ExitвЂќ command will save any studs or collectibles youвЂ™ve found but wonвЂ™t save your location. Then you can quit and not be alarmed by any вЂњProgress will be lostвЂќ messages. In some of the longer levels you will also find Save Statues which will make the game save at that point. Watch for the glowing ring in the lower left corner of the screen which means the game is saved. There is no explicit Save command in the story mode play-through. You canвЂ™t skip them in the first play-through but you will be able to later (by pressing A then Y). They mirror the action, music, and voice-acting from the Peter Jackson movies but with some whimsical LEGO touches and homages to other games. Frustrating.Enjoy the story cinematic cut-scenes.

I'm having the same problem, how did you resolve this? I've tried starting again and re-installing, and I'm still stuck. So I couldn't get all three characters into the ring since they didn't move, and without them I couldn't start the fight against Sauron. Even moving all three characters manually one after the other into the ring didn't work, since I wasn't able to select and control Elrond at all (judging from Qu1tsch1e's comment you should be able to control him, so I guess this was a seperate glitch). As I found out only after the restarts, they're actually supposed to run after you and help you against the orcs. But the problem was that the other two characters weren't moving at all and just stood still. As far as I understood the problem (after restarting a few times), all three characters (Elrond, Elendil, Isildur) must be in the ring before the fight can start. I was able to walk up to him and run around him, but he just stood there laughing constantly without attacking me or anything.
